Doesn't seem to be the case; from the same machine:

[root]$ date
Wed Nov  7 15:17:42 GMT-6 2001

[root]$ /sbin/hwclock
Wed 07 Nov 2001 03:17:50 PM GMT-6  0.167525 seconds

[root]# rdate -p time-a.timefreq.bldrdoc.gov
[time-a.timefreq.bldrdoc.gov]   Thu Nov  8 03:18:42 2001

[root]# locale
LANG=en_US
LC_CTYPE="en_US"
LC_NUMERIC="en_US"
