The only thing that immediately springs to mind would be a filter. @Home,
for instance, filters out 137-139 and 445. (UMC will soon as well, for
addresses outside UM, although that's still a little ways off).
If you find out it's being filtered, you might try using something like
NetCat (look for nc110.tgz) that can redirect your traffic to/from different
ports, thus creating a Layer 4 tunnel around the filter.
