It's not about the burner, it's about the software. See below.

Some newer HP burners come with Windows software that's totally
worthless; it tries to pretend that the CD-RW is a regular drive, and
won't let you easily copy CDs at all. Nevertheless, it's best to use the
sofware that came with your burner. If you don't have any, one package
that's highly recommended on the Net is Nero-Burning Rom. I can't say
much about it because it didn't work for me :(
