I happened to find something while i was looking at lwn.net on tucows. Its
called "photoshelf" available at http://photoshelf.sourceforge.net

Says it is a online photo database type deal, with search
capability. Author says it was written in pure perl. Works with postgresql

Here is a demo of that photoshelf running on the web (i got off the
sourceforge page):
