gPhoto is a good program for generating static albulms.

I have a PHP/Python suite to manage huge collections of photos but it
isn't really appropiate for small collections as it is very dynamic and
somewhat complex to setup. (Python program sorts files and pushes the
information it gathers about them into MySQL db and then PHP program uses
that data and user-input to sort and catergorize images out to the web
browser.)
