Technically speaking, any software you develop while an employee of the
University is University property.
This has not stopped many people (including me) from developing and
releasing open source software while employed here. That's mostly another
one of those safeguard rules to keep you from starting a
mulit-million-dollar software company from your cubicle. :-) It's NOT
meant to keep you from contributing to society.
So technically, by releasing software as open source, you're giving away
something that technically belongs to the University, not you.
Don't worry about it. It's not something they're going to nail you for
unless you start *selling* it while you're still employed here.
With respect to *using* open source programs, there's nothing anywhere,
anyhow in University policy that prevents you from *using* open source apps.
With respect to your original problem: It sounds like you've got a Java or
ActiveX scripting that runs over a Web browser and you need it to be
tunneled through a secure session. What about SSL isn't secure enough?

That's at a higher layer. As long as the data is transferred via a method
that employs strong encryption - e.g. scp2, SSL (even OpenSSL), some
proprietary thing that uses 3DES - you're okay. They're just saying
"something at least *this* good".
Using scp2 *itself* isn't necessary.
