I guess that depends if you only want it to browse the web or you want it
to do all sorts of other stuff we've come to expect in a browser
(bookmarks, java, etc). If you didn't mind making most web pages unusuable
by going totally strict it'd probably be fairly easy but of course the use
of such a browser would be limited. However you might be able to do pretty
well writing an XHTML browser. If you wanted to you could even write that
in PHP or Perl and render the pages as normal HTML which could be viewed
from normal browsers or render the pages as Postscript or whatever.
