You can, and you need nothing but a spare machine (or your current
one) and sendmail. Turn on relaying for specific IPs, turn off the expn
and vrfy functions, and add on RBL functionality to protect from spammers
(although sendmail is pretty secure by default nowadays, before relaying
was on by default).

Tada! You have a mail server. Now, relay your heart out. /me screws
Verizon again :D
