No - forging RST packets kills the connection - and forging smaller window
sizes affects the entire connection - both ends.

Neil,
Even if you setup throttling for your roommate, you are only going
to be able to have a direct effect on his upload stream. His download
stream has already made it through the wire to the throttling device, so
in limitinig it you do have a indirect effect on the down stream.
