[UUG/MLUG] How to change shell on RedHat

I would like to change my default shell on mlug.missouri.edu
to tcsh.

How do you do this without being root?  The unix I use has a
nifty command chpass that allows you to do this.  Maybe this
isn't a part of the standard RedHat distribution.
