You can use /etc/hosts.allow and /etc/hosts.deny to regulate access
(assuming ftpd is started through the tcp wrappers in inetd.conf).  I don't
remember the exact syntax, but hosts.deny should have something like 

ftp: all

and hosts.allow should have 

ftp: .missouri.edu


I think the leading dot is important.  Also, this will only allow machines
whose IP reverses to a valid domain name access.  Raw IP numbers are
allowed.  The man pages can probaly be more helpfull.
