Actually it does, as McCain never came out against it first. In this instance, McCain comes out looking better.

It bothers me a lot.  It is definitely a Washington-business-as-usual kind
of thing.  I can see the rationale though.  Did McCain vote against it?
If not, then this issue does nothing to distinguish the candidates.
