Look, what many people have to understand is these spending bills that get vetoed are not really that popular with the American people. The american people more or less agree that Healthcare is a problem in this country, and they feel the government would likely be the best to be able to effect the change. However, there is a huge disparity when it comes to the Government actually insuring people. Most people do not think the Government would be effective at such a thing.

The problem is so vast and confusing that partisans will always be able to stomp on any idea that is put forward. There are too many variables and ways to scare people in to not supporting it. Whatever is put forward has to be bipartisan and have a lot of backing across the board. Additionally, there needs to be a way to get costs under control and we all know what happens when price caps are placed on products and services in a capitalistic society.
 
There are things that the Government could do NOW that would bring down the cost of healthcare in this country. Last estimate I saw had an 8 billion dollar per year price tag in California alone for treating illegal aliens. Los Angeles has had to close a great many emergency rooms because of the illegal problem alone. Of course we have talked about this before so this should not come to any surprise to anyone on this list.
 
That is 8 billion dollars that has to be picked up from somewhere. Right now the hospitals are eating that, with some kickback coming from the state tax-payers.
 
I support universal healthcare personally. I want to be able to walk into a hospital, get treated and walk out without paying a dime like illegal aliens do!

If there was a democratic president with a republican-controlled congress, I imagine the Congress approval would be low also.

I suspect much of the public that's polled does not understand well enough who the culprit is in some of the cases.

a case in point:  the SCHIP bill.  Bipartisan, yet vetoed.  Too expensive to provide better healthcare to needs children.
