I believe it.  Unfortunately, part of the fault is the Dems in congress are sending Bush some bills that are not friendly enough politically.
If there was a democratic president with a republican-controlled congress, I imagine the Congress approval would be low also.

I suspect much of the public that's polled does not understand well enough who the culprit is in some of the cases.

a case in point:  the SCHIP bill.  Bipartisan, yet vetoed.  Too expensive to provide better healthcare to needs children.
