(URL taken from the page you sent.)  The claim is about the conduct of Obama's staff and it isn't backed up.  In fact, both the Obama camp and the Canadians deny it:

the Canadian embassy in Washington issued a complete denial.

"At no time has any member of a presidential campaign called the
Canadian ambassador or any official at the embassy to discuss NAFTA,"
  it said in a statement.

So there isn't anything there except for the claim of one reporter.

Apparently ABC News, a somewhat more credible source, has a little more information on the subject:

http://abcnews.go.com/Politics/wireStory?id=4375665

"The original report by CTV in Canada suggested an Obama emissary had reached out to officials at the Canadian Embassy in Washington. Embassy officials artfully denied any such contact had been made with them.

As it turned out, the meeting took place in Chicago instead, with Canadian Consul General Georges Rioux and DeMora taking notes."

There is more to it.

The ABC report is a little off because the original CTV report (URL at top of this message) did include the bit about Chicago:

the Obama camp did not respond to repeated questions from CTV on
reports that a conversation on this matter was held between Obama's
senior economic adviser -- Austan Goolsbee -- and the Canadian
   Consulate General in Chicago.

The sourcing just isn't there. No one is coming out and saying "I was there, and this was said." Second, even if one of Obama's people met with a Canadian in Chicago and said the things attributed to him, that doesn't mean that Obama knew about it or that Obama lied.

If we're going to say that someone lied, why can't we stick to the clear-cut cases, like we have with McCain's many lies?

Jerry did not mention a whole slew of other lies that Obama has told, like how his answers on his senate questionnaire are different than his stance on those issues.

Of course there is the doozy that he had never heard Wright's stand on issues in the twenty years he attended that church.

What did he say about that that was a lie? He said that he never hear Wright say the things that were shown in the videos and no one, to my knowledge, is contradicting him on that. Of course he know that Wright said some wild things now and then, that's what his big speech was about. He isn't denying that.

It doesn't matter though since those are small lies and really don't mean anything at all. I mean who cares about these lies, they only formulate the essence of what Obama stands for.

But Vern, they aren't even lies unless you can show that Obama said something that he knew not to be true. You haven't come up with a single lie yet. I know that evidence isn't your strongsuit and you prefer to go with your gut, but I'm not like that.

I should add that I have no reason to believe that Obama, or any other politician, has managed to never tell a lie, so it won't surprise me much if you can dig one up, but I do think that Obama lies less than other politicians. Hillary Clinton would be an example of someone who seems to lie a lot more.

Almost four years ago I was watching a Kerry v Bush debate and I was very angry at Kerry for lying about Bush. Bush was completely dumbfounded by what was happening. The usual web sites laid out all the details showing how Kerry had lied. But here's the sad part: According to polls of viewers of the debate, that was Kerry's best performance and his strongest win. Lying does pay.
