I recommend the router, unless you have unusual routing needs.

If you want to build your own, a laptop is a better choice:  Low power
consumption, smaller physically, built-in battery backup.  Or use a
small Linux device like the WRT54GL.  Costs more than a donated older
computer, but total up the electricity cost of leaving a box on 24/7
and you may find the low-power device pays for itself after a year or
two.
