You have to? What are you talking about? I don't even know what it means for this to "extend to all other countries."



Since aside from Iraq, and that can be argued, the US has not started a war in 100 years.

The US was attacked by Vietnam? We were attacked by Kosovo? Somalia? Grenada? Panama? Iraq in 1990? What does it mean to "start" a war?
