One question.
 
How much time was devoted to Clinton and his failures? This will tell a lot as to how fair this movie is in my opinion.
 
In my humble opinion, no timeline can be developed that concentrates only on Bush, and if that is the case here, then it is a biased piece of hog wash.

The "Jersey Girls" (a few wives of men killed in the WTC) found his
timeline and really liked it.  The movie is about them and about the
timeline.  The Jersey Girls had mostly voted for Bush and they expected
him to be helpful in getting their questions answered, or so they said.
Anyway, it didn't go well for them and they became increasingly frustrated
with all the secrecy surrounding the 9/11 events.  They were not impressed
with the 9/11 Commission and its findings.

The most interesting thing in the movie for me was that Paul Thompson was
able to find newspaper articles published before 9/11 that had predicted
that planes were to be hijacked and crashed in a terrorist attack on the
U.S.  He did a lot to trace the history of American involvement with bin
Laden and he traced their attempts to get bin Laden in Pakistan.

Anyway, pretty interesting stuff and though it is unfavorable to
Bush/Cheney et al., I don't think it had much dubious info.  Wikipedia
doesn't suggest any flaws in the film:

Anyway, there are quite a few interesting tidbits in the movie, so I will
recommend it.
