And, for example, if the Whitehouse had previously planned this whole
thing, why when Bush was first told about it at the primary school did
he spend several minutes looking like a deer caught in headlights - a
reaction I would only expect from someone caught completely by surprise.

 

Actually the conspiracy kooks use this as a reason that the government is hiding it. To them, his apparent inaction at the school proves that he knew all along that the attacks were taking place and was not surprised at all. Which allowed him to sit for some seven minutes and calmly continue reading.
