My vote for best guitarist of any kind: Paco de Lucia.

Pedal steel? Well, I don't know as much about that. I think Robert Randolph has a good sound but it is a kind of bluesy/rockin' way of playing that is different from most pedal steel players. It seems like a lot of people like this guy:

I think he's using a looping recording device and playing over himself. He has some formidable chops!
