[MLUG - DISCUSSION] email scams take a very nasty turn

At the NIH we were just pointed to this lovely little email business
opportunity:

I had never gotten email like this, but I could see how something like
this could be effective against more vulnerable people. Once again, I
am pretty sure that the answer to this and a lot of other email fraud
is just to charge people for the net email they send. You would not
have to charge much to make things like this completely untenable as a
business proposition, and because a charge for net email sent is zero
sum in a closed system, on average most people would be completely
unaffected, and one could, if one wanted, use the people's "negative
balances" as an offset to their ISP charges. So, in other words, if
you are willing to delete enough spam, you might not need to pay for
internet at all.

Anyway, I've proposed this before, and everybody always hates the
idea, but there you go.
