They are nothing more than a shell game;. For this example, let's use
CO2 vouchers: they buy the voucher from some little country without
massive CO2 production so they can produce ever larger amounts with no
intent of cutting back their own production.
Apparently you are thinking of some other kind of thing. Here's the info
