Yes, if it is accurate. I have no way of knowing that it is accurate.

It may be a good resume for an academic, but it's a terrible resume
for getting hired in industry. Employers want to know specific things
you did, not what awards you have received.
Don't hold the messed-up formatting against him, that's Google doing
word-to-html translation.
The resume tells the typical UMR story: Going from being the smart
kid in high school/ junior college to average or less at the
engineering school. I've felt that pain. His GPA was probably
dipping below the magic 3.0 level.
