Using "I was an idiot" is disarming though, that is why you heard nothing more about it. With Bill, saying " I didn't inhale" that was just stupid. It would have been far less damaging to just say " Yeah I did it, so what?" than it was to create that imaginary line in the sand that no one really believed.

And let's face it, Bill's "I didn't inhale" did way more self-damage
than Arnold's "I was an idiot." Even today, Bill's statement is the
butt of many jokes, whereas who even remembers Arnold's misdeeds?
