I'm not sure which conditions cause it. I can tell you one thing for
sure: When I lived in Worcester, MA, back in 1976-1977, it happened to us
in multiple storms. I didn't recall seeing it where I grew up 50 miles to
the west. I also don't recall seeing it since then, but someone told me
that it happened up here in MN about two weeks ago while I was out of
town. My guess is that there is warmer air higher in the atmosphere and
colder air underneath of it. Not sure though.
