The Republicans have figured out that they can get more votes for
themselves by painting the Democrats as "weak on terror." As part of that
campaign, they have had to try to paint Clinton as soft on terror. It's a
big lie. Clinton was in touch with what was going on and Bush was the one
who allowed bin Laden to attack the US. It was the Bush Administration
that totally dropped the ball. Condoleeza Rice (and Rumsfeld and
Ashcroft) failed to act on a firm warning from George Tenet on July 10,
2001:

I find those two reports to be shocking. Why didn't the 9/11 commission
include that information in their final report?!!
It is more widely recognized that Rice and others failed to respond
appropriately to a Presidential Daily Briefing in August 2001:

In fact, the Bush Administration also failed to pursue the al Qaeda threat
for the first eight months of his term even though they were briefed on
the gravity of the al Qaeda threat starting before Bush took office:

That article shows that some of the claims against Bush/Rice were
exaggerated, but that Rice was told in definite terms by Richard Clarke
what was going on with al Qaeda and she didn't respond appropriately.

Some National Security Advisor she was! Her punishment? Promotion to
Secretary of State. This is typical Bush Administration politics.
Failure is richly rewarded. She is now, some have claimed, "the most
powerful woman in the world." I don't know how much real power she has,
but "U.S. Secretary of State" has to look nice on the résumé!
Unfortunately, though Rice is doing very well for herself many thousands
of innocent people have been killed because of her failure to act. She
was given three major warnings and she did nothing. She has lied
repeatedly about these events and about other things related to Iraq and
9/11.
