If it's not a mistake, then it's intentional. And if it's not a conspiracy,
then that pretty much leaves it as it was somebody's idea of a joke to put
that in there.
I personally think that it's very likely an unintentional mistake.
Conspiracies among news agencies get hit pretty hard nowdays- just look at
what happened to Dan Rather with the document flap.
