No, what he was saying is that the process of producing ozone is what
absorbs the UV. And the breaking down of Ozone absorbs UV. That's the
cycle. Sending up more oxygen (Ozone or molecular) when there is already
oxygen there will not fix the issue. The CFC's and other chemicals
interfere with the oxygen/ozone process, which is why they were banned.
So the question is, if you stop releasing the blocking agents, will they
dissipate and permit the cycle to reoccur? I think that is the case.
