Um.. all our intelligence was to the contrary.... not to mention the fact that the USSR claimed to have them and went ahead and let tensions build to breaking point over various issue with never fold because the US dared to call its bluff.

Which makes you wonder why we were concerned for so many years about the missile gap and competing with them. They were not even close to us, but fear helps to sell bombs and somebody had bombs for sale.
