They couldn't be referring to the Net Neutrality debate could they?

I asked for clarification, but I thought I'd ask here too. Does
anyone know what this person is talking about? I really doubt they
have been sent an email from eBay, and suspect that if there is some
sort of legislation, that they are completely misunderstanding it's
implications. I've seen some very disturbing things make it through
congress recently on similar topics, but nothing like this. This
sounds like the same old hoax garbage that's been floating around
since the mid 90s. Wasn't there federal legislation up until 98 that
prevented anything of the sort that was then extended?
My bad memory. *sigh*
Anyways. Thoughts?
