It doesn't really matter how the states were encouraged to throw their
votes. They can decide to flip a coin to decide and it's still legal. If
they want to base their decision on faulty machines, corrupt election
counting practices, stupid voters, etc that is perfectly within their
right.
Is there a state where the people decided that they wish to base their
choice of elector on fraudulent vote counts? In other words, is there a
state that accepts fraud as a method of producing counts which are then
used to choose electors? If so, please tell me which state you have in
mind.
