I would agree with a true flat tax. Of course a flat tax of 14 or 20%
would be considered a hardship for the poor in the country. At least
that is what killed it when Forbes was running for it.

A consumption tax would be good, but then again the poor in the country
would get hit harder.
I don't think so. They are poor, so they can't consume much. Bigger
taxes on pricier items would be good. Just make food and a few other
essentials tax exempt. We need more gasoline tax because our roads are a
mess and a gas tax will pay for repairs.
