Uh...but rhe Dominican republic is not a liberal country in any sense
I'm familiar with. It's a basket case that only looks good by
comparison with its next door neighbor, Haiti. Sure, their policies
are pathetic here, but in the situation they face, I'm not exactly
sure what can be done (at least in terms of their electrical policies
alone; the problems with the country are way deeper than that,
unfortunately).
