I think it can win out if (1) the viewer is very easy to install and
readily available, (2) people start putting their docs into DjVu format
and don't offer PDF as an alternative, and (3) DjVu is quick at rendering
the files and scrolling. I know DjVu yields smaller files but it also has
to be fast at opening the docs once it has them.
