They wouldn't be fighting a loosing battle.

They would just use a broad filter that punished any ISP that allowed one to pop up.

MU punishes everyone with a 1and1 account when one of 1and1's clients gets the attention of spamcop. 1and1 hears about it in short order from all the clients who have their email to the university blocked 'for no reason'.

They could fight a much faster winning war against such efforts, that providers (and legislators) on this side of the pond would have to work (almost as if for the Chinese government) to fight, prevent and make illegal and punish those who setup such proxies.

It all comes down to capitalism. Businesses with sites they need the Chinese to see and access won't tolerate their access being cut off because Joe Somebody on the same filtered range has tried to fight for Justice, Liberty, and the American Way.

You can't change how the Chinese government will enforce such filters, so the businesses can't attack the Chinese government and will have to attack the 'miscreants' instead.
