I guess they don't read the newspapers. :-)
More seriously, you really can't (or shouldn't) put a new building
anywhere near the quad and not, while you're at it, fix the
infrastructure in the area. I think in this case that involves
putting a lot of water and electric into the area, and the only route
to get from A to B is...well, what they tore up. :-)
Now, if we could only convince them that the they had to gut and re-do
McAlester while they were in the vicinity, we'd be all set.
