An interesting hypothesis, but I doubt you are correct.
The vice-president of Syria who recently defected to France (I forget
his name) stated that President Assad of Syria made a similar error in
judging Bush. He thought that Bush's support for Lebanon's freedom was
purely a tactic on Bush's part to put pressure upon Syria. The
vice-president claimed that Assad badly miscalculated when he had Hariri
assasinated, because he thought that Bush wouldn't actually care.
On a slight change of subject, certainly it looks like Syria waited
until after the last US presidential election before pulling out of
Lebanon. They were hoping that Kerry would win, because they were
fairly sure that Kerry would not make the kind of stand that Bush was
making. As I recall, Kerry visited Assad in Syria shortly after losing
the election - a little boy came up to him and expressed sorrow that
Kerry had lost - Kerry said that he was similarly disappointed.
