I think he was only talking about hybrids, not transgenics. To produce a
human/chimp hybrid has been tried before and failed:

A few years ago, Jeremy Rifkin tried to patent a human/chimp hybrid:

He was going to get a patent so that he could prevent anyone else from
making such a hybrid.
