To me this is another example of paying someone to little for an
important job like this.

When the pay you are offering potential candidates is lower than the
pay that good people could get in the private sector you tend to get
less qualified and less appropriate individuals. I mean seriously,
$16.00 per hour for someone who carries a gun around the streets?
Heavy Equipment and construction workers make more money than that.

It is not like this is a problem only you face. Look at what happened
to the police in New Orleans.
