If you are a renter, not a home owner, that's probably correct.
For home owners it becomes much more complicated. The bulk of "cost" of
living is in home ownership, but what is the "cost" there? Should it be
mortgage payments? Only the interest part of mortgage payments?
Interest minus the average annual increase in equity? I think they
probably compute based on interest payments, but I'm not sure.
