Read the first sentence:

al Qaeda captives
# at a Soviet-era compound in Eastern Europe, according to U.S. and
foreign officials
# familiar with the arrangement.

We are re-using the good old Soviet-built gulag in Eastern Europe
itself to do our dirty work.
Just like we re-used Saddam's torture prison to torture Iraqis.  I
guess we want to make sure that our victims "get it" or something.
