It has been somewhat slow, but more obviously, completely
disorganized.  By sometime Saturday it was obvious that a major cat 4
or cat 5 hurricane would strike the gulf coast.  *That's* when you
start the hospital boat from Baltimore and re-base some advance stuff
including Guard call-ups.  Yes, there's a chance you will over-react
but the risk of a complete catastrophe is very large.

Another important issue here is that we really don't have very good
evacuation plans in place for most vulnerable coastal areas.  A plan
that could have gotten another 20,000 people out of the city before
the hurricane hit would have made things much easier.  As it was, only
the people with cars had a decent shot to get out.
