This would have worked better 3 days ago IF they had had a sufficient
presence on the ground to make it work.  I was amazed today to find
out how few people they have actually in the city right now, and you
can't enforce an anti-looting order effectively unless you are visibly
out there at all times.

That said, the incredible amount of disorder and chaos is essentially
predictable once things start to slide down hill, which is why you
have to make sure it doesn't start.  And that does mean more than
having people with guns out there; you have to have a plan that can be
seen to be making progress, which is another huge problem here.
