The Artisan at least used to have this, I believe.
Meanwhile, I deeply, deeply regret the passing of Fusion Brew. It
wasn't for everybody, but their milk tea with boba was really very
different. We (my family and I) used to go there for tea and/or snow
(for the kids) whenever we felt prosperous enough. I don't know
whether or not that business was truly sustainable here in Columbia,
but I also can't help but wonder whether the owner of Cool Stuff, who
was landlord both to Fusion Brew and Maude's Vintage clothing
downstairs, had some role to play in this, since both places left
around the same time, and I know that Maude's was unhappy with his
treatment of his tenants.
I've seen successful "bubble tea" places in DC, Chicago, and I think St. Louis.
