In Isaac Asimov's I-Robot, they had a governmental system based on huge
positronic computers programmed with the four laws of robotics. There
were flaws in the system due to instabilities that they could not trace
down. Finally at the end of the book I think the main reason that those
inefficiencies existed was because there were humans in the system. As
long as the government is based on humans, it will be imperfect, because
we are imperfect. 
I think that is as close to a benevolent dictatorship you would ever
get. Problem is, people have free will and don't like being told what to
do.

Then you get stuff like "The Matrix" and "Terminator" if you don't make
sure the primary directive of the system is to serve. Corruption comes
from leaders who forget they are there to serve, and not to exploit or
use the system.

You don't know what it is, but the Chinese will discover it.  I remember

that you predicted that the Chinese will become Christian, so I have to 
guess that the discovery will be some kind of Christian government.
