I think that what is required in the population is more basic. How would they respond if they found a wallet containing a large sum of money, and it was obvious that they could take the money without being caught? If 90% of the population would take that money, that country is screwed. If 90% of the population would make every effort to return the money to its rightful owner, that country is going to be very succussful.


I think that America is at a tipping point, and it could go either way.
