I can't find anything on the net. I remember seeing billboard ads that
said they were using the legal limit for slot "looseness." It could be an
anti-competitive thing. In Minnesota, it is illegal to charge less than a
certain amount for gasoline (I think they must charge at least $0.08 per
gallon more than they paid for the gas). This prevents price wars from
eliminating competition. Paradoxically, the idea is that laws that force
prices up actually keep prices down.
