I imagine that Cheney is aware of some of the history of WWII and has 
learned from from Goebbels' Principles of Propaganda.  Here are some nice 
quotations.  I'm not 100% sure that all these quotes are correct (and they 
must have been utterred originally in German), but you get the basic idea!

Paul Joseph Goebbels (1897-1945), German Nazi leader, Minister of Propaganda.

A German political leader of the twentieth century. Goebbels was 
propaganda minister of the Nazi government and a close confidant of the 
leader, Adolf Hitler. Goebbels.s policy was based on the notion that a 
lie, repeated often and forcibly, gains the legitimacy of truth. When the 
defeat of Germany seemed inevitable, he killed himself and his family.
