It doesn't make us weak and defenseless!  Where do you come up with this 
stuff?  How can maintaining a good rapport with another nation weaken us?

We need to maintain good relations with other nations precisely because it 
makes us stronger.  For one, if they like us, they might help us to offset 
the costs of some of our anti-terrorist programs.  More importantly, if 
they like us, they might do a better job of detecting terrorist cells in 
their countries, which obviously would help to protect us.

We need international cooperation.
