No.  The constitution does not mention abortion.  The law depends on the 
Supreme Court interpretation of the Constitution as protecting abortion 
rights.  If Bush, and people like him, can replace enough liberal judges 
with conservative judges, a state can make an anti-abortion law, challenge 
Roe v. Wade and win!  Once Roe v. Wade is overturned but the US Supreme 
Court, states can impose anti-abortion legislation on their citizens.
